Flag State Support

Regs4ships has the expertise, organisation, ISO systems and customer service culture to provide a range of services for innovative Flag States – we have experience of supplying every component part to enable a Flag State to function responsibly.

Digital Support Systems

Distance Learning and Testing Systems supplied in the following formats:

  • Learning only – supplied for Law and Procedures instruction;
  • Testing Only – supplied for testing knowledge of course applicants prior to enrolment;
  • Learning and Testing – currently being supplied to a new customer.

A Flag State Survey and Certification Database System which:

  • records the date and type of survey;
  • records the name of the surveyor and where the survey took place;
  • records the date of issue and expiry of certificates;
  • provides reminders when certificates are due to expire;
  • communicates with the ship, shipowner and surveyor to arrange the next survey via an integrated messaging system.

Content Management System for a major Flag State which organises and manages its Master List of Documents (MLD) with Internet or Intranet access.

  • The MLD consists of internal documents as well as those in the public domain.
  • They are made available to specified user groups (depending upon their permitted access rights).
  • In a comprehensive, categorised, consolidated and fully-searchable format.

Ship Audit Reporting System for a Recognised Organization which can be utilised for Flag State Surveys and Inspections.

  • Survey or Inspection Reports can be uploaded from remote locations wherever they take place and
  • viewed according to pre-determined access rights.
  • A valuable tool for any dispersed organisation which wants to share information on a need-to-know basis.

Flag-In Management and Support System - this was supplied to help a shipowner and Flag State successfully manage every aspect of the transfer of registration of a small fleet of vessels within a very short time span. Regs4ships organised:

  • a secure online environment where digital copies of statutory documents could be viewed from different locations by those involved in the registration process;
  • access rights for particular individuals to amend the documents as required by the registration procedures;
  • training for all those involved in using the system.

Digital Learning and Testing Systems

Current products are Law and Administrative Procedures for some Red Ensign Group Flags. Under development are the learning and testing systems for personal certification for the Mobile Offshore Drilling Units (MODU) Code.

Learning systems can be accessed via the Internet or supplied by CD-ROM. Testing currently available in paper format for Legal and Administrative Procedures but will be available online in due course.

Marine Accident Investigations

Regs4ships have conducted accident investigations for a number of Maritime Administrations, including the Marshall Islands and Cayman Islands. The most recent being a fatality onboard a ship in the Bay of Biscay.

Port State Control Detention Challenges

The quality of Port State Control inspections can vary and the consequences of detentions can be severe for both the shipowner and the Flag State. Regs4ships can undertake the role of independent experts to challenge unjustified deficiencies and detentions to enable the Flag State to maintain impartiality and enhance its credibility in its dealings with both shipowners and Port States. We can also act for shipowners too.
