In 2002 the CISR published Shipping Notice 02/2002 which outlined the process for seafarers to obtain satisfactory training in Cayman Islands Law and Procedures and satisfactory evidence of that training. CISR needed to introduce a system to comply with the requirements of STCW95 and Cayman Islands domestic legislation and which also reduced the number of Port State Control deficiencies for both LAP knowledge and competence in the English language for the four senior officers on board. It was recognised that a training system for seafarers needed to be a straightforward and reasonably priced process, capable of completion on board or ashore but which was consistent and auditable.
CISR therefore engaged Regs4ships Ltd, a UK company, to produce the LAP manual on CD-ROM, with a set of test questions for assessment purposes. Successful completion of the assessment leads to the issue of a statement called the Cayman Islands LAP Assessment which may be used as prima facie evidence when addressing flag and port state control requirements.
The process has been very successful to date and over 600 seafarers on ships and large yachts have successfully completed the Assessment.
